The amendments allow Air Canada to control the type and the volume of any aircraft maintenance work of its fleet in Canada. \u201cUnder these amendments, Air Canada is under no obligation to perform any of its maintenance work in Canada,\u201d said Hospes<\/p>\n<p>Under the Act formed in 1988, Air Canada was obligated to keep aircraft heavy maintenance facilities in Winnipeg, Mississauga and Montr\u00e9al. But Air Canada sold its heavy maintenance to Aveos Fleet Performance 2007 who continued operations in the three centers until in went bankrupt in 2012 and 2,600 IAM members lost their jobs. Air Canada then moved most of its heavy-maintenance work out of the country. \u201cWhen we called upon the Harper government to intervene in 2012 to save this important employer and those 2,600 jobs, they refused,\u201d explained Hospes.<\/p>\n<p>\u201cWe were pleased when the Qu\u00e9bec government, supported by Manitoba, took up our case,\u201d said IAM Qu\u00e9bec coordinator David Chartrand. \u201cIn November 2015, the Qu\u00e9bec Court of Appeal ruled the Act still required Air Canada to perform its heavy maintenance and overhaul work in Montr\u00e9al, Mississauga and Winnipeg.\u201d<\/p>\n<p>The IAM was shocked on February 17, 2016 when Qu\u00e9bec announced it would drop its litigation. \u201cAt the same time, the Trudeau Liberals, who in opposition denounced the Harper government for its inaction, were now going even further,\u201d explained Chartrand. \u201cThe Government said that it planned to modernize the Act to remove any real requirement for Air Canada to do any of its maintenance work in Canada, in exchange for vague promises of future work at Centre\u2019s of Excellence tied to the Air Canada purchase of 45 C Series airliners.\u201d<br \/>\n\u201cIf Air Canada believes that Bombardier\u2019s C-Series aircraft makes operational and financial sense for them, there should be no need to bribe them with a free pass to offshore all of their maintenance work,: explained Chartrand.<br \/>\n\u201cWe will be bringing forward a petition and will aggressively lobby all parties to kill Bill C-10,\u201d said Hospes. \u201cWe want to meet with the minister. Hospes \u00e9tait sur la Colline du Parlement pour d\u00e9noncer le projet de loi C-10 modifiant la Loi sur la participation publique au capital d\u2019Air Canada. Les modifications permettent \u00e0 Air Canada de g\u00e9rer le type ou le volume des travaux d\u2019entretien effectu\u00e9s sur son parc d\u2019avions au Canada. \u00ab En vertu de ces modifications, Air Canada n\u2019a plus aucune obligation de faire effectuer ses travaux d\u2019entretien au Canada, \u00bb a ajout\u00e9 M. Hospes.<\/p>\n<p>Pourtant, la Loi de 1988 obligeait Air Canada de maintenir des centres d\u2019entretien lourd d\u2019avions \u00e0 Winnipeg, Mississauga et Montr\u00e9al. Toutefois, Air Canada a vendu sa division d\u2019entretien lourd \u00e0 Aveos Fleet Performance en 2007, laquelle soci\u00e9t\u00e9 a maintenu les trois centres en op\u00e9ration jusqu\u2019\u00e0 ce qu\u2019elle d\u00e9clare faillite en 2012. Du coup, 2 600 membres de l\u2019AIM ont perdu leur emploi. Air Canada a par la suite confi\u00e9 la majorit\u00e9 de ses travaux d\u2019entretien lourd \u00e0 des fournisseurs \u00e9trangers. \u00ab Lorsque nous avons demand\u00e9 au gouvernement Harper d\u2019intervenir en 2012 afin de pr\u00e9server cet important employeur et 2 600 emplois en jeu, nous nous sommes heurt\u00e9s \u00e0 une fin de non-recevoir \u00bb, a expliqu\u00e9 M. Hospes.<\/p>\n<p>\u00ab Nous \u00e9tions satisfaits que le gouvernement du Qu\u00e9bec, avec l\u2019appui du Manitoba, d\u00e9cide de prendre les choses en main et obtienne gain de cause, a ajout\u00e9 David Chartrand, coordonnateur de l\u2019AIM au Qu\u00e9bec. En novembre 2015, la Cour d\u2019appel du Qu\u00e9bec a statu\u00e9 que la Loi demeurait en vigueur et obligeait Air Canada de faire effectuer ses travaux d\u2019entretien lourd et de r\u00e9vision g\u00e9n\u00e9rale \u00e0 Montr\u00e9al, Mississauga et Winnipeg. \u00bb<\/p>\n<p>Le 17 f\u00e9vrier dernier, l\u2019AIM a \u00e9t\u00e9 choqu\u00e9e d\u2019apprendre que le gouvernement du Qu\u00e9bec abandonnait sa cause. \u00ab En m\u00eame temps, les lib\u00e9raux de Justin Trudeau qui, lorsqu\u2019ils \u00e9taient dans l\u2019opposition, avaient d\u00e9nonc\u00e9 l\u2019inaction du gouvernement Harper allaient maintenant encore plus loin, a expliqu\u00e9 M. Chartrand. Le gouvernement f\u00e9d\u00e9ral a d\u00e9clar\u00e9 vouloir moderniser la Loi en y \u00e9liminant toute obligation contraignante pour Air Canada de faire effectuer ses travaux d\u2019entretien au Canada, et ce, en \u00e9change d\u2019une vague promesse selon laquelle de futurs travaux seraient confi\u00e9s \u00e0 des centres d\u2019excellence.<\/p>\n<p>Si Air Canada est d\u2019avis que les appareils CSeries de Bombardier repr\u00e9sentent un choix logique sur les plans op\u00e9rationnel et financier, il ne devrait donc pas \u00eatre n\u00e9cessaire de lui graisser la patte en lui offrant un laissez-passer lui permettant de confier la totalit\u00e9 de ses travaux d\u2019entretien \u00e0 des fournisseurs de services \u00e9trangers \u00bb, a ajout\u00e9 M. Chartrand.<\/p>\n<p>\u00ab Nous comptons lancer une p\u00e9tition et exercer de fortes pressions sur tous les partis pour tuer le projet de loi C-10 dans l\u2019oeuf, a promis M. Hospes. Nous voulons rencontrer le ministre. Nous devons d\u00e9velopper des industries comme celle de l\u2019entretien d\u2019a\u00e9ronefs ici au Canada.
