NEGOTIATIONS – MEDIATION/ARBITRATION

Dear Brothers and Sisters:

Further to our notice of July 24, 2015, the Union and the Company met in Conciliation on July 30, 2015 to continue Negotiations with the assistance of our federally appointed Conciliation Officer, John Rooney, with a view to entering into a Collective Agreement for our Membership at Vancouver International Airport.

Regrettably, the parties have reached an impasse in respect of Negotiations and now require resolution by a third party to resolve the issues that the Membership has identified through consultation with the Negotiations Committee Representatives.

The best method for resolution is mediation/arbitration by agreement of the parties, as opposed to

binding arbitration under the Essential Services Provisions of the Canada Labour Code. The process would provide an Arbitrator with an opportunity to narrow the issues and also the authority to impose a settlement.

Accordingly, as permitted by Section 79 of the Canada Labour Code, the parties have agreed to refer certain outstanding matters respecting the formation of a Collective Agreement to an arbitrator for a final binding determination.

Your Negotiations Committee was successful in limiting the scope of the arbitrator’s determination to the following issues, which remain in dispute:

1. General Wage Increases

2. Signing Bonus

3. Longevity Pay Premiums

4. Vacation Improvement (8 – 10% @ 11 Years – Move from Year 3 to Year 1)

5. COLA/VRSC – Provide an Option for Employee’s to receive COLA/VRSC Per Hour

Arbitrator Stan Lanyon is appointed and the mediation/arbitration will be conducted on Monday, August 10, 2015.

The IAMAW and your Negotiations Committee will be represented by counsel in these proceedings.
